Policy Statement
STA Excel is committed to ensuring that centre personnel and the course venues comply with current legislation and best practice recommendations. We take every care to ensure that the course facilities and equipment are fit for purpose and supported by any necessary risk assessments.
Definitions
- ATC
- Approved training centre
- Centre personnel
- Includes the centre co-ordinator, administrators, tutors, assessors and quality assurers
- Venues
- The locations that the approved training centre uses to run the courses
- Client
- Refers to the customer who is booking the course on behalf of their organisation
Purpose
- To ensure that our services are operating within current legislation and in line with best practice recommendations
- To ensure our courses are run in line with any compliance requirements stipulated by the awarding organisations (AO)
- Identify the responsibilities for health and safety within the centre
- Identify the responsibilities for health and safety within the venues
- Define the procedure for reporting or recording of concerns, accidents and near misses.
Responsibilities
Centre Co-Ordinator
The centre coordinator has the following responsibilities regarding health and safety:
- Remain up-to-date with current legislation, best practice recommendations, relevant awarding organisation information and STA Excel policies
- Ensure tutors and assessors are aware of their responsibilities regarding health and safety upon acceptance of the course
- Ensure all parties including the client, tutor and assessor are aware of their responsibilities regarding maintenance of the premises and equipment
- Ensure the relevant venue documents are completed by the client and analyse the suitability of the venue to meet the course requirements
- Ensure venues are aware of their responsibilities regarding health and safety upon acceptance of the course
- Assess the competence of the tutors/assessors to complete the course safely
- Organise suitable training and instruction for centre personnel as required
- Ensure the health and safety procedures adequately cover the learners
- Monitor accident reporting and near misses to determine if further action needs to be taken.
Tutor/Assessor
The tutor has the following responsibilities regarding health and safety:
- Remain up-to-date with current legislation, best practice recommendations, relevant awarding organisation information and STA Excel policies
- Retain records of any risk assessments for the generic activities that you carry out as a tutor/assessor
- Carry out regular maintenance on your equipment in line with manufacturer guidelines, ensuring that it is in good working order
- Carry out annual portable appliance testing (PAT) testing on any electrical equipment used for course delivery
- Take reasonable care of their own health and safety and that of others who may be affected by their actions
- Review venue specific documents including risk assessments and normal operating procedures (NOP) and emergency action plan (EAP) as necessary
- Complete an accident report form if any accidents occur
- Feedback any concerns or issues to the centre co-ordinator.
Client/Venue
The client has the following responsibilities regarding health and safety for hosting the course:
- Complete the relevant course venue documents accurately and inform STA Excel if anything changes prior to the course commencing
- Ensure the venue complies with current legislation and best practice recommendations, e.g. HSE’s Managing health and safety in swimming pools
- Have up-to-date risk assessments and COSHH sheets for any areas to be used during the course
- Carry out regular maintenance on equipment in line with manufacturer guidelines, ensuring that it is in good working order
- Carry out annual portable appliance testing (PAT) testing on any electrical equipment used for course delivery
- Provide copies of the venue’s normal operating procedures (NOP) and emergency action plan (EAP)
- Advise the tutor on any site hazards/controls/safety rules as necessary
- Advise the tutor on any emergency procedures and the location of welfare facilities
- Feedback any concerns or issues to the centre co-ordinator.
Procedures
Accident Reporting
Accident report forms will be included in the paperwork pack which the tutor receives when delivering a course on behalf of STA Excel. If an accident occurs on the course the tutor must complete an STA Excel Accident Report Form as well as any venue specific forms as required by the venue. The centre coordinator must be notified at the earliest opportunity and any accident forms must be returned to the centre. The centre will follow up any accident report and conduct further investigation if necessary.
Monitoring and Review
This policy and its implementation will be reviewed annually, however any health and safety issues will be monitored on an ongoing basis to ensure that the policy is working effectively. STA Excel are committed to making continual improvements to protect the health and safety of all encompassed within the centre.
